Strong Tower Solutions is a mission-driven emergency management consulting firm dedicated to helping organizations protect what matters most: their people, their operations, and their communities. We believe preparedness shouldn’t be complicated or reserved only for those who speak the language of emergency management. It should be clear, practical, and accessible to anyone with responsibilities for safety and continuity.

We partner with governments, schools, healthcare systems, houses of worship, businesses, nuclear power plants, and other critical infrastructure to build real-world readiness. Our work focuses on simplifying the complex—turning risks into actionable strategies and turning plans on paper into actions that work.

Our approach is grounded in experience earned across major disasters, high-risk environments, and community-level emergencies. Whether it’s program development, threat and hazard assessments, vulnerability analysis, emergency planning, mitigation strategies, or crisis response support, we help our clients build systems that are resilient, sustainable, and people-centered.

About our Founder

CPT Rockey Adams (ret.) — Founder & Lead Consultant

Rockey Adams brings more than 25 years of emergency management, homeland security, policing, and crisis response experience to Strong Tower Solutions. His career is defined by a commitment to public safety, service to the community, and a passion for helping organizations achieve real-world readiness.

Rockey served as a Captain with the Berrien County Sheriff’s Office, where he led the Emergency Management and Homeland Security Division. Over the course of his career, he has held leadership roles spanning patrol operations, criminal investigations, hazardous materials response, bomb squad operations, school safety, and disaster management. His operational background includes more than 1,000 criminal investigations, holding command roles in local and regional emergencies, and leadership during major incidents ranging from tornadoes, floods, complex hazardous materials responses, nuclear emergencies, and critical infrastructure threats.

A recognized subject matter expert, Rockey has earned more than 250 specialized credentials and certificates, including Professional Emergency Manager (State of Michigan), FBI-certified Bomb Technician, Hazardous Materials/WMD Specialist, and numerous FEMA, DHS, MSP, and FEMA qualifications. He has served as an instructor in law enforcement, hazardous materials, emergency management, and incident command—training thousands of responders and community partners across West Michigan and beyond.

Rockey has contributed in statewide and regional emergency preparedness initiatives. He served on or led multiple committees, including the Michigan’s 5th District Homeland Security Planning Board, FEMA Region 5 Regional Advisory Council, the Michigan Radiological Emergency Preparedness Steering Committee, and the Indiana–Michigan Cross-Border Emergency Management Collaboration Workgroup, which he chaired. He is also the founder of the Midwest Region 5 Radiological Emergency Preparedness Working & Information Group. Rockey was responsible for the application and award of over 8 million dollars in grant revenues and oversaw multiple homeland security projects in Southwest Lower Michigan.

Throughout his career, Rockey has been trusted to support some of the region’s most complex threats, mass-casualty events, public health emergencies, and infrastructure challenges. His leadership has been recognized through numerous commendations, including department awards, state-level acknowledgments, and professional honors—most recently receiving the 2024 President’s Award from the Michigan Emergency Management Association (MEMA) for membership initiatives and web modernization during his role as the Association’s 1st Vice-President. In 2025 MEMA awarded him the 2025 Distinguished Emergency Manager Award for his contributions to the historic restarting effort of the Palisades Nuclear Power Plant and for conducting the Nation’s largest tests/study of the Integrated Public Alert and Warning System (IPAWS) for the radiological emergency preparedness program.

What sets Rockey apart is not just his technical expertise—it is his people-first philosophy.
He believes preparedness should be simple, actionable, and meaningful for every organization, regardless of size or sector. That belief is what inspired the creation of Strong Tower Solutions: a way to extend the reach of emergency management support beyond government agencies and into the communities, organizations, and leaders who need it most.
